DHS delivers the program through County Assistance Offices, a network that includes 90 offices spread across 73 cities, where trained staff review each application and conduct the required eligibility interview. Pennsylvania limits TANF cash assistance to a 60-month lifetime maximum per adult, so caseworkers also track how much of that time a household has already used. Most residents start a case online through COMPASS, but CAO locations remain the place to drop off paperwork in person or get help completing a pending application.
