Apply For Utah TANF

This page provides the Utah TANF eligibility requirements. Applicants must meet both state and federal guidelines for the Temporary Assistance for Needy Families program. Individuals who apply for TANF must meet the monetary and non-monetary state guidelines, complete work-related activities, provide paternity information about the children in the household and report as required by the state.

Utah residents who qualify for welfare are required to furnish information such as citizenship, income, resources, and age. Only household members who are eligible can receive Utah welfare benefits. TANF Needy Family is not a program but describes a population that can be served using TANF funds. These services are provided via a contractual agreement with an external provider and are available to families with dependent children under the age of 18 living in the home. These families are considered TANF Needy Families.

The contractor must complete an appropriate information release form with the customer, to release customer information to DWS. Total parent or relative caretaker income cannot exceed the income requirement of the contract or service being provided, and cannot exceed 300% of the federal poverty level. The state TANF Program Specialist must be contacted for approval if a contracted service will exceed 200% of poverty. The TANF Needy Family must meet the eligibility criteria outlined on Form 300.

Services
Services vary throughout the state, depending on the contract. Programs may have different income limits depending on the contracted service. Services may not include transportation or child care (unless specifically allowed in the contract)., Services may include case management, ESL, skills training, etc. DWS will use customer information obtained on the Form 300 to verify citizenship or immigration status, social security numbers, and certain income.

Family Composition
Family size and income determine poverty level of the family. A family is a group of individuals living together related by blood, marriage, or decree of court. A household must include at least one eligible dependent child, or a woman pregnant and in her third trimester. The pregnancy due date must be verified.

Social Security numbers must be provided and verified for all family members who are included in the TANF Needy Family household.

Income Calculation
Income eligibility is determined by calculating the amount of all parent or relative caretaker(s) income from the previous one full month. Categorical Income Eligibility
Categorical Income Eligibility can be used to determine whether a customer is income eligible for TANF Needy Family contracted services. A customer may be considered categorically income eligible for TANF Needy Family funds if they are currently a recipient of one of the following programs:

Citizenship
Families must have at least one U.S. citizen or qualified eligible alien in TANF Needy Family the household unit to be eligible for TANF Needy Family. Citizenship or Alien Immigration Status information must be documented in the case file. Table 9 Documentation to Establish Eligibility

eShare and TEVS Verification
Contractors will enter required information into the TEVS online verification system at least weekly. DWS will retrieve the required information from TEVS and attempt to verify it in eShare at least weekly.

If the required information cannot be verified in eShare for any family household member, DWS will inform the contractor that family member is no longer eligible unless:


If the family member whose eligibility cannot be verified in eShare is the only eligible family member, the Contractor will inform the family they are no longer eligible for TANF Needy Family funding.

If the family member whose eligibility cannot be verified in eShare is not the only eligible family member, the contractor will re-calculate eligibility based on the reduced family household size.
